The only thing that really works in that regard is when the Sovereign is given some kind of Royal Prerogative. So, I suppose the Union could have been made a Royal Prerogative. That's one reason why the destruction of almost all Royal power is the death knell to the British constitution. Without the Sovereign to actually step in and assert authority on these matters, continuity and stability are held up by sheer willpower. However, this also means that the vote isn't technically binding.
